What does the “STOP” sign with 3 black dots really mean?

Any rule book can tell you it means when lights blacked out it becomes a “Stop” sign. Not hard to understand but when it happens in P test it might not be as easy as it looks.

Last week I saw another learner at next counter failed the test because this happened — The power for the set of light were gone, the learner went to the light, seeing the main road was all good to go, so she roll over and went. She failed because she did not “stop”.

So be aware!
